Department Order #1

4 April 2010

 

I would like to thank the Brothers of the Department of Rhode Island for your show of support in electing me as your Department Commander for a second and final year; I would also like to welcome Brother Geoffrey Gardner, PCC as my Chief of Staff, with that being stated I would to order the following;

 

1.      All Department orders that were reaffirmed in Department Order #1 2009-2010, as well as all Department orders written by myself in 2009-2010, shall be reaffirmed and stand for 2010-2011.

2.      I here-by appoint the following Brothers as Department Officers; Chief of Staff, Geoffrey Gardner PCC; Patriotic Instructor, Francis Gussie; Chaplain, John Currier; Archivist / Historian, Benjamin J. Frail, PCC, DJVC; Counselor, William C. Vieira, PDC; Graves Registration Officer, Bruce D. Frail PCC; GAR Highway Officer, John (Jack) Connor; Memorials & Monuments Officer, Donald R. Babiec, PCC, Webmaster, Thomas J. Frail.

3.      I also here-by appoint the following Brothers as Aides to the following Department Officers; Aide to the Secretary, Anthony Calci; Aide to the Memorials & Monuments Officer, David Procaccini, Aide to the Department Graves Registration Officer, Paul Carriao

4.      I also appoint the following brothers to the Stephen H. Kettle (Department of Rhode Island Citizen of the Year) Committee; Henry Duquette (voting), Joseph S. Hall Jr. (voting), Bruce D. Frail (voting) and Stephen Hackett (as alternate-voting only if needed) and order each camp not represented above (Camp#11 and Camp#21) to assign one Brother to attend as non-voting committee members, thus every camp has a representative on the committee, with the first meeting set for 3 May 2010, to be held at 19 Briar Point Avenue Coventry, Rhode Island, at 8:00pm, or directly after the Department Officer’s meeting (if that meeting runs longer).

5.      All correspondence (e-mail or letter) with the Department Commander’s office will be Cc’d to the Department Secretary (Henry Duquette); e-mail address, henrycd@cox.net ; mailing address, 64 Steere Street Harrisville, RI 02830.

6.      The first Department Officers meeting will be 5 April 2010 and will be monthly on the first Monday of each month at the Department Commanders home in Coventry, 19 Briar Point Ave. Coventry, Rhode Island at 6:30pm.

Department Order #2

11April 2010

 

The following committees have been ordered by the Department Commander;

 

Department GAR Archival: One member from each Camp. List to be supplied by the next Department officers meeting.

 

NERA 75th: Leo Kennedy, William Vieira, Bruce D. Frail, & one brother from each Camp. List of brothers is to be supplied by the next Department officers meeting.  This committee will work with the Department Auxiliary’s NERA 75th committee. This committee is not authorized to spend any Department funds, but can make arrangements for hotel, restaurants and events that will be funded by the NERA’s 75th committee.

 

Luminary: This committee will work with the City of Providence to put on a Luminary in the North Burial Grounds on the weekend of the NERA 75th. Three brothers needed, please supply a list of brothers by the next officers meeting. This is a fund raiser, sponsored by the City of Providence for the benefit of both them and us.

 

Awards Dinner: Chairman Brother Geoffrey Gardner and Chairwoman Anna L. Frail will need assistance on the 2nd Annual Department of Rhode Island Awards Dinner. A list of volunteers is to be supplied by the next Department officers meeting. The date of the 2nd Annual Awards Dinner will be 1 April 2011, other details to follow.

 

Encampment: Brother Stephen Hackett will chair this committee along with up to one brother from each Camp, with a list of brothers to be supplied by the next Department officers meeting. The next Annual Encampment will be 2 April 2011, other details to follow.

 

Fraternal Relations: As I believe this to be a function concerning the well being of the moral of membership, I would ask that each Camp assign their Jr.-Vice Commander or a representative of him to this committee. Please have your Camps vote on this and supply your answers and list of representatives by the next Department officers meeting.

 

There will also be a fund raising effort this year which will include Calendars, Cookbooks and grants, more will follow. If any brother is interested in working on any of these committees please let your Camp or Dept Officers know prior to the next Department Officers meeting which will be on 3 May 2010 at 19 Briar Point Ave in Coventry, RI at 6:30pm.

 

    I will supply a copy of the job description and guidelines for each committee by the next Department officers meeting or sooner. If we cannot get enough brothers to support/volunteer for each of these committees, they will be asked to work with the brothers who volunteered. No committee shall be required to have a representative from each Camp, even the ones that have been asked for one from each Camp, this is a courtesy to each Camp only. If a brother who represents a Camp on any committee cannot continue for any reason, that Camp may assign a replacement.

The following has been ordered by the Department Commander;

 

     Camp to Department correspondence: any correspondence to the Department Secretary may be sent to the Department PO Box (Department of Rhode Island PO Box 40488 Providence, RI 02904-0488) or to the Department Secretary’s home office (Brother Duquette, 64 Steere St. Harrisville, RI 02830).  In either case this correspondence will include a delivery confirmation with a scan of this confirmation receipt to be e-mailed to the Department Secretary (henrycd@cox.net) and the Aide to the Secretary (calcitransport@cox.net).  This will ensure that the Department Secretary will know when to expect a package from a Camp and if it does not show up within a week he will be able to have the Camp resend it. This will reduce time lost and lost documents.

 

     Department to National correspondence: any correspondence to the National Secretary or other National Officer will be sent to the address listed on the National Website for this office and as with Camp to Department correspondence, a delivery confirmation will be used and a scan will be e-mailed as above with the addition of a copy being sent to the Department Commander (poppahazmat@verizon.net).

2 June 2009

 

     This Department Order is being issued to inform the Department of Rhode Island and Camps of the Department of Rhode Island that we have entered into an agreement with the Director of the Central Falls Library in which, we the Department of Rhode Island, will assist the Library with the Archival support they need to catalog the items that are in the Lysander & Susan Flagg Museum and Cultural Center which they have control over. This collection includes G.A.R. Ballou Post #3 items which will be cataloged and digitized, the items will remain at the museum and the photographs will be available for all Camps and Brothers to use.

 

     We have an opportunity to help members of the Library and Archival community and to gain knowledge in the Archival area, which will benefit all of us. I ask all Brothers to consider helping this project, if you are interested please contact me through the Department Secretary as set in Department Order #1 of 2009. While we need everyone’s assistance in this project all Brothers need to know that this is a Department project and will be governed as such. This is the first step in gaining the knowledge needed and showing that we are looking to record our past, it is hoped that we can use this project to open doors with other Libraries, Societies, and groups who currently hold GAR records so we will be able to record more Post History.

 

     A Department Special Committee is hereby established which will be named the “Grand Army of the Republic Archival Committee”, while it is hoped that all Brothers would like to help with this project, not all Brothers who volunteer to help will be on the committee, with over 100 Brothers in the Department we cannot have over 100 Brothers on a committee, I will appoint 7 Brothers to this committee, there will be at least one Brother from each Camp on this committee which will be drawn from the list of volunteers which is due by 15 July 2009. Brothers may offer to help after that date but will not be considered for the committee.

27 September 2009

 

 

     It has come to my attention that Brother David Leach has passed away on the evening of  26 Sept 2009, I order that all Charters and Badges be draped in black for 30 days from this date to honor our fallen Brother, I would also request that any Brother that hears of the final arraignments please pass them on to the Department as soon as possible, there is no need for a communication breakdown on this. I will be at whatever is planned and I hope to see as many Brothers from every Camp as possible, this order is very meaningful to myself, I hope we can show Fraternity, Charity, & Loyalty to not only our fallen Brother and his family, but to every Brother and Sister of the Order and Allied Orders during this time of mourning. Keep Brother Leach & his family in your prayers.

     As per our Department By-Laws, I order the formation of the Department of Rhode Island By-Laws Committee. Said committee will meet within one month (30 days) of the date of this order (by 25 February 2010), to review any addition or amendment that may be wished by any Brothers’ or Camps of the Department of Rhode Island’s By-Laws. This committee will forward via e-mail any additions and amendments to the Camp Commanders of the Department of Rhode Island no later than 1 March 2010. This committee shall also make a report, as to their recommendations on any additions and amendments to the Department By-Laws, this report to be delivered at the Department Encampment on 3 April 2010. This committee will consist of; Department Junior-Vice Commander Br. Henry Duquette, Department Chief of Staff/Counselor Br. William C. Vieira, and Department Secretary Br. Joseph Hall Jr. This committee may meet via e-mail.

 

    Any Brothers or Camps who wish to submit a By-Law change are required to do so within 28 days of the date of this order (23 February 2010) and will submit them in writing via e-mail to each of the above listed members (e-mail addresses are listed on the Department website on the Department Officers page, http://www.armorydoor.tripod.com) and a copy to the Department Commander also via e-mail. While this order has been made, it does not cancel any rights as provided by the Department By-Laws.

     It is with a heavy heart that I must pass along to you the passing of a Brother of the Department of Rhode Island and that of Elisha Dyer Camp#7. I have been informed through Camp #7, that Brother George Perry, PCC, of Elisha Dyer has passed away on 1 February 2010 in Dallas, Texas.

 

     Please drape your Charters and Badges in black for a period of 30 days from the date of his passing. For further information, please contact Camp #7.
