R.I. Dept. Order No. 1, Series July 24, 2007.

 

As per a request to release to Elisha Dyer Camp 7 material presently being held in Department of Rhode Island archives, and claimed to be the property of said Camp, and given approval by Commander-in-Chief Jim Pahl to rule on this issue, as Department Commander I make the following observations and orders:

 

1. I will not release to any Camp items presently being held as Department of Rhode Island archives until I have been advised by a Department By-Laws committee that such a request is in compliance to our Department By-Laws.

 

2. Since there is a question whether Department archives are addressed by our By-Laws, I hereby create a By-Laws committee to examine this proposal.  I appoint the following brothers to this committee: Camp Commander and Department Senior Vice Commander Dave Duggan Major Sullivan Ballou Camp 3, Camp Commander Greg Payne Elisha Dyer Camp 7, Camp Commander Gene Carpenter General Elisha Hunt Rhodes Camp 11, Camp Commander Glenn Horton Col. Zenas R. Bliss Camp 12 and Camp Commander John Dusheaneau, Commodore Joel Abbot Camp 21. I appoint Brother John Duchesneau as chair of this committee, and I order that this committee meet as soon as can be arranged by all appointed members to this committee. I order that the quorum of this committee be at least 4/5 before its decisions and advice may be observed.

 

3. Upon the meeting of the specified By-Laws committee, should the committee advise me that Camp items from the Department archives may be released upon request to a Camp, I will order the same upon the presentation of an inventory by said Camp which has been verified by the Department archivist as being the legitimate property of said Camp. Should the committee advise me that I may not do so, I request that this committee, should they decide to, write and propose a change to our Department By-Laws and follow the By-Laws amendment process as specified by our Department By-laws.

 

4. I hereby order Brother Joseph S. Hall, PDC, Department Secretary, to forward by e-mail a current Department By-Laws to all members of the appointed By-Laws committee. I also order that these By-Laws be forwarded to Brother Leo Kennedy and posted on our department web site for the benefit of all brothers in the Department. I also order that the same also be forwarded to Brother Bob Howe to be included on the new Department website currently in construction.

 

5. I order all Camps and the Department to drape their charters for thirty days to honor the memory of Brother Norm Brunelle, Commodore Joel Abbot Camp 21, who has joined our beloved ancestors.

Upon further consideration of a request to release archives presently being held by the Department of Rhode Island, and other concerns as presently appear before the Department, I hereby make the following observations and issue the subsequent orders:

 

1. I hereby distinguish that there is a difference between Department Archives and Camp Archives. I also note that some Camp archives (which includes both SUVCW and GAR items ) have been placed in the archives of the Department of Rhode Island under caretaker status by the order of a former Department administration.

 

2. Article XI of the By-Laws of the Department of Rhode Island does not address, or pertain to, Camp archives currently held by the Department under the caretaker status, as this classification is not addressed by Section 1 or Section 2.

 

3. I hereby authorize the release of Camp archives currently held by the Department of Rhode Island to a Camp which requests their return, providing the following criteria are met:


a. The requesting Camp forward a list to the Department Archivist, upon which

time the list will be validated by both parties as Camp archives being held by the Department under the caretaker status.


b. Upon release of said archives to a Camp, the Camp will recognize receipt of

said archives by signing a memorandum of understanding which acknowledges they are assuming caretaker status with the material for our National Organization, as per Chapter III, Article VI Section 4 of our Constitution and Regulations and National Policy on the Use of the Deed of Conveyance (June 2000).

 

4. I hereby acknowledge that a resolution passed and adopted by a Department Encampment takes precedence before Department By-Laws but never to National Regulations and Policies, when such resolution may be in conflict with National Regulations and Policies.

 

5. On behalf of the Department of Rhode Island and as Department Commander I heartily thank the following Brothers who invested their personal finances to attend the 126th National Encampment in St. Louis: Past Department Commanders Ellsworth Brown, Leo Kennedy and Joseph Hall, and Delegates Stephen Hackett and Bruce Frail.

 

6. On behalf of the Department of Rhode Island and as Department Commander I congratulate Brother Leo Kennedy on his election as Junior-Vice Commander-In-Chief to our National Order, and we all wish him success in his future endeavors as an elected officer for National.

R.I. Dept. Order No. 3, Series December 27, 2007.

 

As Department Commander, I hereby order that Camps are to be informed of the following:

 

1. Brother Bruce D. Frail of Major Sullivan Ballou Camp 3 is hereby appointed Chief of Staff to myself as Department Commander. I hereby relieve Brother David Duggan of Major Sullivan Ballou Camp 3 from this position, and I sincerely thank him for all of his help and assistance.

 

2. I am very pleased to announce the formation of a special committee which will be known as the Internment Committee. This committee is tasked with the planning and realization of the internment of the remains of both Privates Michael McElroy of Company D of the Second Rhode Island and Peter McMahon of Companies B and E of the Second Rhode Island. The Internment will take place at North Burial Ground on Saturday, May 31, 2008, at 1:00pm.

 

3. I appoint the following brothers to serve on this committee: Junior Vice Commander In Chief Brother Leo F. Kennedy of Colonel Zenas R. Bliss Camp 12, Department Chaplain Brother Michael Lannigan, of Colonel Zenas R. Bliss Camp 12, National Aide to National Committee on Graves Registration, Department Chief of Staff, Department Graves Registration Officer, and Camp Commander Brother Bruce D. Frail of Major Sullivan Ballou Camp 3 and Department Fraternal Relations Officer and Camp Commander Brother John T. Duchesneau, of Commodore Joel Abbott of Camp 21. I, as Department Commander, will also serve on this committee ex officio. My sincere thanks and the thanks of the Department are rendered to Brother Bruce D. Frail for his work over the last year and a half with Mike Hebert of The Rhode Island Department of Transportation, for making the preliminary arrangements of this celebrated event.

 

4. Department Secretary Brother Joseph S. Hall, Jr., is hereby ordered to contact all National Officers of the Sons of Union Veterans of the Civil War, to extend to them the greetings of the Department, and to invite them to the Internment Ceremony.

 

5. All Camps are hereby ordered to forward to Department Headquarters of all Form 22's by Jan. 31, 2008.

 

6. All Camps are herby ordered to forward to Department Headquarters of all Camp Per Capita by March 31, 2008.

 

7. This year’s Department Encampment will take place at the Varnum Armory on Saturday, April 5, 2008. Registration will begin at 8:00am. and the Business Meeting will begin at 9:00am. All Camps must have paid their Camp Per Capita before the Encampment to be considered as “Camps in good standing.”

1. 1. It is with deepest regret that I inform the Brothers of the Department of Rhode Island of the recent passing of Brother Howard Payne Jr., Junior-Vice Commander of Elisha Dyer Camp 7 of the Department of Rhode Island. He had joined our ancestors in the early morning hours of Wednesday, August 21. May his memory be a blessing to all who knew and loved him.


2. It is hereby ordered that the Department and all Camp Charters, as well as the Department website, be draped in black for the period of thirty days, to honor the memory of Brother Payne.

1. During the Department Encampment and at all official Department events, the Department of Rhode Island will comply with every aspect of the Constitution and Regulations of our order. Therefore, each Brother is expected to follow CHAPTER V. General Regulations, ARTICLE III. Badges and Decorations. Brothers who are in violation of the C&R will be notified of the abuse and are expected to come into immediate compliance. Any Brother who persists in ignoring the specified regulation will face disciplinary action, up to and including charges being brought against them.

2. Any established Department Committee, whether it be either a permanent or special committee, and which may be dealing in Department business with private, state, or federal organizations and authorities, is the only recognized Department entity able to conduct such business. Any Camp which ignores the proceedings and activities of the established Department Committee, or attempts to usurp the authority of said committee, may result in their Camp Commander facing disciplinary action, up to and including charges being brought against them.   

3. Any Camp which uses, or attempts to use, a Department Order, with a state, federal, or private agency, without the knowledge or permission of the Department Commander, will be recognized as usurping the authority of the Department Order and Department Commander. The Camp Commander of the Camp in said occasion may face disciplinary action, up to and including charges being brought against them.
